Former Director, ETSI Mobile Competence Centre (MCC) - the 3GPP Secretariat

I am a British national and have spent my entire career in the telecommunications industry. I have worked in a number of fields, taking in satellite ground station design, mobile radio and telemetry, command and control, and private network switching systems. From EMC to ASN.1, from SDL to DSS.1, from soldering iron to C, few aspects of telecommunications have escaped at least a cursory encounter. I have worked in telecoms standards since the late 1980s.

After a spell as regulatory affairs manager for a large equipment supplier, I joined the ETSI Secretariat in August 1991 and was part of the original team formed to support 3GPP at the project's creation, taking up the position of Specifications Manager in January 2000. I was responsible for the organization and dissemination of the various releases of the 3GPP specs. I maintained the specs area of the 3GPP web andacted as rapporteur for the "methodology" TRs, the 3GPP Working Procedures, and the "technology list" TSs. I wrote the requirements specification for the 3GPP Ultimate portal which was launched in late 2014 and oversaw its development and evolution.

As Director of MCC, I was responsible for day to day management of MCC's personnel and operations, and for the formulation and maintenance of many aspects of 3GPP methodology.

On 1 June 2020, I stepped down as MCC Director and 3GPP Specifications Manager, handing those roles over to my colleagues Issam Toufik and Frédéric Firmin respectively. I remain in MCC as an advisor to my successors until I retire at the end of September 2020.
