Comments on Change WA#NAS4393 (Cell C configured as Serving Cell and Cell B
as Suitable Neighbour Cell):
As per 24.008 section 4.4.4.7:
# 15: (No Suitable Cells In Location
Area).
The mobile station shall reset the attempt
counter, set the update status to ROAMING NOT ALLOWED (and store it in the SIM
according to clause 4.1.2.2).
The mobile station shall store the LAI in
the list of "forbidden location areas for
roaming".
The mobile station shall search for a
suitable cell in another location area in the same
PLMN according to 3GPP TS 03.22 and 3GPP
TS 25.304.
As per 34.123-1 for this test case cell C
should be configured as "Suitable neighbour cell", which as per 34.108
clause 6.1 should be -70 dBm.
This power level of - 70 dBm is
much higher than the -81 dBm (Qrxlevmin) mentioned in SIB 3 and as PLMN of Cell C is in the equivalent PLMN
list of the UE,
the UE should be able to camp on this cell at Step
9 without any change of power levels as there are no other suitable cells
available.

The test case
passed on our 3G SS with the Nokia 7600 with Integrity
enabled and Ciphering
disabled.
Please note the approval deadline for this test case should be
04/03/04
(2 weeks), as similar test cases have already been
approved.
The above mentioned CRs would be available on the 3GPP server
shortly.
