“I draw your attention to your obligations under the 3GPP Partner Organizations’ IPR policies. Every Individual Member organization is obliged to declare to the Partner Organization or Organizations of which it is a member any IPR owned by the Individual Member or any other organization which is or is likely to become essential to the work of 3GPP.

Delegates are asked to take note that they are thereby invited:

  • to investigate whether their organization or any other organization owns IPRs which are, or are likely to become Essential in respect of the work of 3GPP.
  • to notify their respective Organizational Partners of all potential IPRs, e.g., for ETSI, by means of the IPR Information Statement and the Licensing declaration forms"

Haris (Qualcomm) proposes to document the following guidance in SA meeting minutes or LS to SA2: SA#93 grants time to SA WG2 to complete the work on the contentious issue documented in Editor's Note of TS 23.548: how to guarantee that that the UE uses the DNS setting provided by operator for the subsequent DNS Query during the EASDF based EAS discovery in Q4 '21 and close the corresponding editor's note in TS 23.548. SA2#147 to be prepared to take a technical vote on this issue, if needed
Apple proposes revisions to Qualcomm's text proposal, taking into account comments made in the online session that UEs already supporting this functionality would not need to implement anything further.
Tencent proposes revised wording: SA#93 approves the TS 23.548 and grants time to SA WG2 to find a compromised way to resolve the Editor's Note of TS 23.548 clause 6.2.3.2.2 in Q4 '21 with respect to privacy requirements, user preferences and following the current UE DNS implementation.

alessio (nokia) reaffirms one more time this CR does address the Editor's note on service continuity (by taking the stance nothing special has to be done) .The issue with r1 by NEC is not procedural only, it is substantive. Also we complain NEC is trying to take over this CR to import the concept we do not agree with in the other CR set, this is not acceptable.
Iskren (NEC) answers Alessio (Nokia)- The other CR set is extensively discussed in SA2 approved. The problem is that Alessio is rejecting them with no valid reason. I do not thinks the 3GPP rules for right to object are meant to tolerate such behaviour.

Alessio (nokia) additionally comments that 'Editor's note: It is FFS whether and how to support session continuity if either the current number of UE registration or the current number of PDU sessions reaches the maximum number when the UE moves from EPC to 5GC.' means that if there is no agreement to support continuing sessions in face of quota constraints, then the decision is that on the 'whether' part there is not consensus to do this so really the editors note can be removed as in r02 with the statement there is no guaranteed the continuity happens when quota would be exceeded. So, we cannot agree the note implied an agreement a solution had to be provided allowing the continuity in the face of a policy to drop sessions over the quota as implied by Iskren who is plainly taking this CR hostage to continue the discussion. and also we believe there is no way our position will change so there is no point to keep this debate alive.
Iskren (NEC) proposes to agree rv01. Any other revision is unacceptable as they do not offer solution for service continuity issue. Alessio made it clear he is not just against the SA2 approved solution, he is also rejecting the SA2 agreed Editor's Note and SA plenary agreed exception to work on solving the service continuity issue. It is strange. It will stall us from working on solution at the next SA2 meeting. So, we better agree rev01 that offers a solution and discuss any further potential improvements at the next SA2 meeting.

Ericsson asks to approve the CR as Huawei has provided no technical reason for stage 2 lead work to be not approved and requests that they make no assumption on inter company delegation communication.
Huawei clarifies further.
AT&T agrees with E/// and Nokia and asks for approval of the CR. CT working groups discussion will happen on their timeline and adjustment to stage 2 based on stage 3 input will also happen as needed. This is business as usual and nothing new and no reason to withhold approval.
Haris (Qualcomm) asks Huawei to indicate what are the technical concerns and provide references to CT1 papers that are not related to this specific CR but with CRs already approved by SA#92 and implemented in stage-2 specs
Huawei accepts the commitment mentioned by Qualcomm to resolve this issue in next quarter in CT1 and CT4. If any changes are required to SA2 specifications, CT WGs should inform SA2 in time, so that SA2 specifications can be updated accordingly before December plenary. With this disposition, Huawei is willing to let this CR be approved in this plenary.

SA chair think that further status values would not lead to less discussions and therefore the meaning of endorsed could just be kept as it is. In general a reduction of status values would be more desirable.
SA2 chair thinks that it would be useful to differentiate the TDoc status for the endorsed CR that is sent to the plenary for approval vs. the endorsed CR that is not sent to the plenary for approval.
