Dear Colleagues,

Please find below my summary of major decisions from SA#40.  It serves to highlight key agreements reached during the meeting and forms the basis of the summary of the SA meeting on the 3GPP web site.  I have not included the specific guidance to the SA WGs as the WG chairs and MCC provide that guidance to the WGs.  Please let me know any errors or omissions.

Rel 8 stage 2 specifications are frozen except for several remaining areas.  The exceptions granted until SA#41 were:

Although there are several exceptions, the progress on the stage 2 work has been substantial and the CT groups are cautiously optimistic that the required stage 3 work can be completed by Dec 2008.

It was agreed that SA2 should pursue their current solution for SRVCC.  RAN was asked to align the UE behaviour for their HSPA VoIP to CS solution with the SA2 solution.  Network alignment was desirable to the extent possible.  This guidance can be found in SP-080436.

In preparation for the ETSI IP interconnect workshop and the ATIS IVCR workshop, 3GPP established a position on NNI which emphasized:

This is covered in SP-080437.

It was agreed that for ETWS SA2 should take into account the need for a CBC to MME interface as requested by RAN (SP-080440).

A LS was sent to OMA finalizing details of the transfer of OSA work to OMA.  This is documented in SP-080439 and includes several CT aspects.

It was furthermore agreed that any new functionality being transferred from TISPAN to 3GPP that is intended for TISPAN Rel 2 should be documented in mainstream 3GPP specifications and not in the frozen .400 and .500 series specifications (SP-080451).

SA agreed to align with the RAN recommendation on the use of AS signaling for indicating UE capabilities.

SA2 and CT1 were requested to align with the new SA3 terminology for 3GPP2 IMS credentials (SP-080423).

3GPP requested further information from GSMA SCaG if we are to evaluate the work they have done on SIM usage for M2M applications (SP-080450).

SA decided not to remove the I1 interface from Rel 8 ICS, however it may be removed at SA#41 if there is no progress or should CT determine that it is infeasible to complete this work in the Rel 8 timeframe.

As a result of the PCG recommendations on process improvements, it was agreed that the binding between stages should be improved.  A proposal to do this in the WID got general support (SP-080333).  The details of the proposal will be worked out over the SA e-mail list.

Finally, it was agreed that the tentative target for completion of Rel 9 would be Dec. 2009.  SA1 was tasked to assess whether a reasonable set of contents could be completed by this date as well as if a stage 1 Rel 9 freeze date of Dec 2008 was realistic.  It is likely that Rel 9 will mainly consist of leftovers from Rel 8.

The following new TSs were approved: TS 22.401 TISPAN Videotelephony over NGN Service Description (SP-080312),  TS 23.216 Single Radio Voice Call Continuity (SP-080356), TS 23.237 IMS Service Continuity (SP-080359), TS 23.272 CS Fallback in EPS (SP-080357), TS 23.292 IMS Centralized Service (SP-080360), TS 23.327 I-WLAN Mobility (SP-080358), TS 32.123 Advanced Alarm Management IRP – Corba Solution Set (SP-080278), TS 33.223 GBA Push Function (SP-080259), TS 33.401 SAE Security Architecture (SP-080257), TS 33.402 Security Aspecs of non-3GPP Accesses (SP-080258).

The following new TRs were approved: TR 22.912 Non-3GPP Access Network Selection Principles (SP-080313), TR 23.893 Multimedia Session Continuity (SP-080361), TR 30.817 Telecommunications management; Project scheduling and open issues for SA WG5 (SP-080273), TR 32.819 Element Management Layer – Operations System Function Definition (SP-080447).

Several new work items (WIDs) were approved: Support of Personal Area Networks and Enhancements to Personal Network Management (SP-080430), Multimedia Telephony Service Enhancements (SP-080324), User Data Convergence (SP-080448), Enhanced Home (e)NodeB (SP-080449), LCS Control Plane Solution for EPS (SP-080445), Encoding formats, transport formats and media description signalling for interworking, QoE, and other enhancements to MTSI-MHI (SP-080443), Media Requirements for CS over IP based User Plane (SP-080444), SOAP Solution Sets (SP-080276).

Several WIDs were updated: Maintenance of TISPAN Rel 1 – adding transferred Videotelephony specification (SP-080315), Personal Network Management – Remove PAN from scope (SP-080327), Support of IMS Emergency Calls over GPRS and EPS – Dates slipped (SP-080352), MBMS Support in EPS – Scope extended and dates slipped (SP-080442), MTSI Video: Dynamic Rate Adaptation/Signalling of Image Size – Made into a building block (SP-080246), Self Organizing Networks – Dates slipped and linked WID cleanup (SP-080275).

Three new study items (SIDs) were approved: Study on Service Specific Access Control in EPS (SP-080319), Study of Unauthenticated PS Emergency Calls (SP-080320), Study on Service Oriented Architecture IRP (SP-080281).

One SIDs was updated: Non 3GPP Access NSP – study completed (SP-080318).

The Rel 8 handover of work from SA WGs  to CT WGs is almost complete.  We must do all we can to support them as they work to finish the release in the short time left.  It is important to close the remaining exceptions as rapidly as possible to allow these functions to also be included in Rel 8.  Rel 9 and Rel 10 are right around the corner, so enjoy whatever summer vacation you can squeeze in and be ready for the work to continue.
