IPR call reminder:
“I draw your attention to your obligations under the 3GPP Partner Organizations’ IPR policies. Every Individual Member organization is obliged to declare to the Partner Organization or Organizations of which it is a member any IPR owned by the Individual Member or any other organization which is or is likely to become essential to the work of 3GPP.
Delegates are asked to take note that they are thereby invited:
Antitrust policy Reminder:
“I also draw your attention to the fact that 3GPP activities are subject to all applicable antitrust and competition laws and that compliance with said laws is therefore required of any participant of this TSG/WG meeting including the Chairman and Vice Chairman. In case of question I recommend that you contact your legal counsel.
The leadership shall conduct the present meeting with impartiality and in the interests of 3GPP.
Furthermore, I would like to remind you that timely submission of work items in advance of TSG/WG meetings is important to allow for full and fair consideration of such matters.”

The title of this WID is now : Stage 2 of Network Slicing Phase 3
Ericsson proposes to NOTE this WI as suggested by rapporteur during CC#1 and take the discussion on the TEI18 WI proposal in document 0957, thanks ZTE for proposing the way forward.
ZTE is fine to NOTE this WID and focus on 0957
Yusuke (KDDI) agrees on the way-forward to NOTE SP-220900 and to re-visit in December based on the discussion of SA2 in Q4.
Gerald (MATRIXX Software) observed two WIDs allocated for approval which have identical Justification and Objective.
Alessio(Nokia) provides for consideration to Jinguo a revised version proposal in DRAFT folder, which we believe can be approved. We encourage Jinguo using this proposed revision as way forward as this will just imply adding 0.5TU to the work budget which now seems to be the consensus view (in terms of TUs) and also seems to capture the general will to proceed to normative work.
Ericsson repeats to note this document and thread since KDDI already created separate thread to NOTE this WI, as per discussion during the first two CCs, thanks.
Jinguo(ZTE) provides rev2 as requested. Let's further discuss during the CC#3.
Ericsson objects to original and all revisions to this WI, it is not within the scope of the eNS_Ph3 SI and this work should have never been added in this WI in our view.

Yusuke (KDDI) agrees to APPROVE this WI and asks a question for clarification.
Jinguo(ZTE) provides rev1
Alessio(Nokia) provides a proposed alternative text (provided in email message)
Jinguo(ZTE) provides rev2 to incorporate the text proposal from Alessio(Nokia)
Ericsson does not believe it is appropriate to define solution scope in SA now based on single company input, we should either send the WI back to SA2 to discuss the details or keep original and discuss its status. Ericsson supports the work as such.
alessio(Nokia) If we need to discuss status we should discuss status of this revision 2 as the others have some mistakes of syntax nature.
Gerald (MATRIXX Software) supports Ericsson's view and is also concerned about to discuss specific solution for the WID at SA plenary level.
Ericsson objects to the original and rev2 version of this WI. As an exception to the established procedures in SA2, this time we can accept rev1 approval with the understanding that SA2 will have to discuss the actual technical soln and reach agreement first since we have not done so, see comments.
Haris (Qualcomm) proposes to indicate in minutes that SA#97 agrees in principle for SA2 to exceptionally handle this topic as part of TEI18 time budget. Companies can submit the WI and draft CRs in SA2#153 and get it agreed with usual process.
Gerald (MATRIXX Software) got the full background on this issue and is fine with rev2 which is based on the SA2 approved WID.

CC#4: Rev2 agreed. Revised to SP-220991.||Haris (Qualcomm) comments and proposes to note the revision of the SID |
Rajvel (Samsung) provides clarification to Qualcomm comments and emphasis the need for the study on key Kaf refresh
Marcus (OPPO) fully agrees with Samsung and requests Qualcomm to reconsider as many companies support this work in SA3 as seen from the list of the companies co-signed the revised SID.
Jinguo(ZTE) supports the views from Rajvel (Samsung) and Macus(OPPO)
Nokia concurs with OPPO, Samsung and ZTE, and supports the proposed SID updates.
Apple supports the SID update from OPPO, and agrees with the comments made by Samsung, ZTE and Nokia.
Vodafone is concerned that SA3 already have too many WIDs and SIDs to deliver in this release based on work across all groups without taking on extra SIDs that do not have the agreement of the whole of SA3. Vodafone recommends that this SID is only agreed when presented as an agreed SA3 document
Qualcomm provides a response to some of the points raised by Samsung
Rajvel (Samsung) provides comment to Qualcomm response and reiterate the following: 1) Discussion that is happening on the list is the same as what happened in SA3, 2) Problems are well identified, and current discussion is around solutions and 3) There is enough support to start the study, and we prefer to approve the proposed additional objective in this plenary
Marcus (OPPO) provides clarification to Vodafone that the proposal is not a NEW study proposal, but instead a revised SID and details of KI and solutions are already being actively discussed in SA3 as Samsung mentioned.
Ericsson suggest to add a bullet in objective 3, as there is a need to reach a common understanding what use-cases we need to address and showing what need those will have for KAF refresh.
Nokia comments on Ericsson's suggestion.
Ericsson explains the intent of the proposal.
Nokia proposes a revision on top of Ericsson's suggestion.
Haris (Qualcomm) proposes revised text for the objectives and justification and objects to original version of SP-220963.
Nokia cannot accept to remove 'without triggering a primary authentication'. The whole point of the proposed SID updates is to investigate Kaf refresh without having to trigger a primary authentication.
Ericsson suggest to go with the Ericsson prosed text which seems to be some middle ground.
Samsung replies to the text proposal discussion, and suggests a way forward.
Ericsson has concerns with Samsung proposed text.
OPPO has uploaded Rev1.

Revised to SP-220992.||Chris (Vodafone) comments that the objective of this SID is really too vague. Does it include movement to 4G upon 5GC failure? Will it impact 4G UEs? |
Biao(China Telecom) responds to Chris and provides clarification.
Chris (Vodafone) explains that the WID and CR requires the whole 4G system to be able to support MINT. Also, that Disaster Roaming for CN node failure is probably full failure of ALL the AMFs in that region of the PLMN and hence means millions of users changing PLMN.
Chris (Vodafone) provides a draft revised WID and draft revision of the CR in 0938.
Section 8 of the WID should not point to WGs according to SA plenary
Biao (China Telecom) provides the revised WID(rev1) and revised CR in 0938(rev1) based on the versions provided by Chris.
Chris (Vodafone) is OK with the revised WID(rev1) and revised CR in 0938(rev1). He is also OK with further update of the WID to align with the SA1 chair's comments.
Yinglin (China Telecom) provides the revised WID(rev2) to align with the SA1 chair's comments.
Chris (Vodafone) comments that the revised WID(rev2) looks OK.
