Redirection enhancements to UTRAN feature was approved in RP-100314 CR 4118.
Feature consists of UTRA system information being provided in the E-UTRA RRC rel ease message, in order that the UE does not obtain system information from the t arget UTRA cell BCCH when performing redirection for CS fabbkac E-UTRA->UTRA.
There are 2 problems with this approach
1. Network should not send UE to CELL_FACH state according to the rule in 25.331 clause 8.1.3.6:
1> if the UE has entered CELL_FACH state: 2> if the variable SYSTEM_INFORMATION_CONTAINER is not empty: 3> the UE behaviour is unspecified.
This was to avoid additional complexity in the feature ( providing connected mod e SIBs, working out BCCH modification, etc)
2. CELL_INFO_LIST is used for CELL_DCH measurement configuration. When performin g measurement configuration for CELL_DCH it's necessary for the network to updat e the neighbour list based on what was received in system information. There is no guarantee that what is provided by the eNB matches what is broadcast on BCCH on the target cell - e.g. in case of BCCH modification, there may be a differenc e to what is stored in the variable SYSTEM_INFORMATION_CONTAINER to what is broa dcast on BCCH. As a result, the measurement configuration may be invalid.
In order to avoid these problems, the RNC needs to know whether or not the UE at tempting to access the cell has read the BCCH or is using stored system informat ion, in order that it can avoid state transition to CELL_FACH state, and so that the measurement configuration can be applied correctly (i.e. to re-build the ne ighbour list)

It’s ambiguous whether “Tx interruption after trigger” is applied for Enha nced Uplink in CELL_FACH state and Idle mode or not.
In R99, Tx interruption after trigger is used to suspend U-plane data transmissi on before CELL_FACH to CELL_DCH state transition so that the UE can avoid U-plan e data to block uplink signalling. The timer is necessary for R99 RACH because U E can attempt only one RLC PDU transmission over R99 RACH and R99 RACH operation is very slow so if UE keeps sending uplink U-plane data, SRB data transfer will be delayed significantly.
However in case of Enhanced Uplink in CELL_FACH state and Idle mode, UE has fast er uplink channel and it allows more than one RLC PDU transmission. Therefore the timer won’t need to be applied.

However, more discussions might be needed to ensure that the 4C-HSDPA rem ains an energy friendly feature for UEs with limited power resources. This paper discusses about the power saving problem in 4C-HSDPA and proposes further possi ble enhancements.
