INTRODUCTION

At the SMG1 meeting in Cambridge the work for a stage 1 description of Optimal Routing, as requested by SMG and GSM MoU, has commenced. This draft reflects the policy decisions taken at the SMG1 meeting in Madrid and the conclusions of the SMG1 Working Party Roaming Services in Düsseldorf. Especially it should be mentioned that all references to data privacy services have been erased (as decided by SMG1).  This is clean version, without revision marks.

This draft standard forms the current achievements in SMG1 concerning the specification of all necessary means for the support of Optimal Routing.

The figures below aim to clarify the routing principles and to clarify the criteria for deciding whether or not a call shall be optimised, as seen from the originating network.













Fig.1:	B is roamed mobile subscriber: 	A call is set up from a calling subscriber A to a mobile subscriber B. The originating network interrogates the HPLMN of subscriber B and gets back the MSRN. The call shall be routed directly from A to the VPLMN of subscriber B if the charge for the direct route (OR1) is equal to or less than the charge for leg (a). If not, the call shall be routed via the HPLMN of subscriber B. 

























Fig.2a:	B is roamed mobile subscriber, with CF active to a fixed subscriber, the call to B has not been optimised: If a non-optimised call to a mobile subscriber B is conditionally to be forwarded to a number C, the connection on the HPLMN leg is released and the call shall be routed directly from A to C if the charge for the new optimised route (OR2) is equal to or less than the charge for leg (a).
























Fig.2b:	B is roamed subscriber, with CF active to a fixed subscriber, the call to B has been optimised: A  call directly routed (OR1) to a mobile subscriber B is to be conditionally forwarded to a forwarded-to number C. The leg (OR1) of the call is released and the call shall be routed directly from A to C if the charge for the new route (OR2) is equal to or less than the charge for leg (a). If not, the call shall be routed via the HPLMN of subscriber B.




















Fig.3:	B is roamed subscriber with CF active to a roamed mobile subscriber: A call to a mobile subscriber C. The originating network interrogates the HPLMN of subscriber C. The originating network analyses the routing towards subscriber C on the same basis as if the original call was directed towards subscriber C, i.e. if the charge for the direct route to VPLMN C is less than or equal to the charge for the leg to HPLMN C then the direct route to VPLMN C is preferred; otherwise the route via HPLMN C is preferred. If the charge payable by subscriber A for the preferred route to subscriber C is less than or equal to the charge for the leg to HPLMN B, then the call shall use the preferred route to subscriber C; otherwise the call shall use the route via HPLMN B.
