Despite the proposal at RAN#76 to withdraw Rel-12 ff and the declaration at RAN#77 that the necessary actions had been performed, there remain references to this spec at Rel-12 and beyond from 23.034, 24.008 and 45.902. These reference prevent the withdrawal of this spec.
