3GPP uses a large number of terms and abbreviations. Each Technical Specification and Technical Report contains a "Definitions" clause, and this is normally the first place to look if the term you seek is used in a particular TS or TR.

All terms and abbreviations defined in ETSI publications can be found on-line at ETSI's TEDDI application.
In addition, ITU maintains a similar database, SANCHO.
