Observers are  Standards Development Organizations (SDOs) who have the qualifications to become future Organizational Partners.

3GPP currently has three Observers:

• Telecommunications Industries Association (TIA)
• ICT Standards Advisory Council of Canada (ISACC)
• Communications Alliance - former Australian Communications Industry Forum (ACIF)
