Results of second 3GPP Chairman's survey

Description

The second 3GPP Chairman's survey was conducted between May and June 2001.

The survey was comprised of the 6 questions listed below and included an area where detailed comments could be provided.

  • Q1: How satisfied are you with the overall services provided by the Mobile Competence Centre (MCC)?
  • Q2: How do you rate the quality of the MCC support provided to you?
  • Q3: How do you rate the quantity of the MCC support provided to you?
  • Q4: How do you rate the organization prior to TSGs meetings?
  • Q5: How do you rate the support provided during TSGs meetings?
  • Q6: How do you rate the 3GPP website content and presentation?
  • The results of the Chairman's Satisfaction Survey demonstrate an overall satisfaction of 8.15 on a scale of 10.

    Results

    A total of 59 questionnaires were dispatched to Chairmen and Vice Chairmen and by the closing date, 41 replies (69.5%) had been received. This represents a considerable increase over the previous survey where a response rate of 48% had been achieved. A detailed breakdown of the results received is given in the linked table.

    The overall results of the survey are as follows:

    Graph 1 shows the scores received classed by question (highest, lowest, average).

    Graphs 2 to 6 show the results from each Technical Specification Group (TSG) and Working Groups (WGs) classed by question. For each question, the averaged score is given.

    Analysis

    The response to this survey represents an increase over the response to the previous survey (69,5% against 48%). The overall satisfaction rating has risen from 7.93 to 8.15.

    A large number of detailed comments were provided and these will form the basis of improvement actions within MCC.

    In general the 3GPP Chairmen seem satisfied with the service provided by MCC although areas for improvement have been clearly identified.

    • Structure
      Difficulties in finding specifications, especially the most recent ones, meeting reports, AdHoc documents, contact details of meeting delegates
    • Layout
      - Too much text and arrays of specification numbers
      - Separate the general information for beginners/newcomers and the information for the experience 3GPP delegates

      Some links missing between the different contents of the web pages
    • Search Engine
      Need to have a Search Engine to search for documents

    A Web Action Team was created. An E-mail was sent to the Leader's List in order to get their suggestions, requirements. A new website will be published soon with improved Search Engine

    Support

    • Harmonization
      Different working practices in TSGs and even WGs within the same TSG
    • Coordination
      - Some issues in the WGs need to be solved quickly with the help of other WGs
      - Checking the rules of standardization and report to the WGs
      - Distribution of Liaisons Statements to and from different groups
    • Knowledge
      General knowledge of procedures to be increased and spread to delegates
    • Structure of FTP site
      - Directory structure of the FTP site concerning the specifications is overwhelmed
    • Quantity
    • Insufficient number of staff for implementation of CRs into specifications

      CRs
      - Lack of proper database facilities for CR and specification tracking (far too complicated)
      - Too many CR implementation errors
      - CR status is not provided in a consistent and easy to access manner. Quality and checking is not good enough
      Documentation
      - Too many late documents arriving at beginning or during the meeting
      - More accuracy related to the formalities and when checking the documents
      - Specification delivery is very slow
      - Reports from WG level meetings have some room for improvement
      - Some invitation comes a little bit late
    Brainstorming sessions have been put in place and tasks have been allocated within MCC
    • For faster access and offline studies DVD archives would be appreciated

    This service will be available 

    • Periodic hiccups with the 3GPP ftp server when downloading a batch of documents
    • Closing of the servers/e-mails during French bank holidays

    Meeting organization

    • Electronic subscription: unregister function does not work, no confirmation about successful confirmation

    • Selection of meeting venue, no direct flight from major cities
    Beyond direct control of MCC
    • Audio quality in main amphitheater of ETSI premises

    • Server is vastly improved in access speed and ease of finding info
    • The help with wireless LAN is excellent
    • The secretarial support to each of the TSG’s is outstanding
    • Overall helpfullness of each of the personnel both during the meetings and when in Sophia
    • Reminder of registration and hotel reservation for TSG meeting
    • Meeting registration is particularly easy and good
