3G systems should be based on new wide band, multimode, flexible radio access. This approach will ensure that systems based on 3GPP specifications will be capable of rapid development and deployment of competitive service offerings while still enabling global roaming.

TSG Radio Access Network

TSG Radio Access Network (TSG RAN) is responsible for the definition of the functions, requirements and interfaces of the UTRA/E-UTRA network in its two modes, FDD & TDD. More precisely: radio performance, physical layer, layer 2 and layer 3 RR specification in UTRAN/E-UTRAN; specification of the access network interfaces (Iu, Iub, Iur, S1 and X2); definition of the O&M requirements in UTRAN/E-UTRAN and conformance testing for User Equipment and Base Stations.

RAN Terms of Reference

Approved following the 3GPP OP meeting #20 in Moscow, 7 October 2008

The TSG Radio Access Network (TSG-R) is responsible for the UTRAN and evolved UTRAN, including their internal structures, of systems based on 3GPP specifications for evolved 3G and beyond.

Specifically it has a responsibility for:

  • Radio aspects of Terminal Equipment and evolved Terminal Equipment and evolved UTRAN functions (FDD & TDD), requirements and interfaces.
  • Management of work items placed under its responsibility.

Addressing the following areas of work:

  • Radio Layer 1 specification;
  • Radio Layer 2 specification;
  • Radio Layer 3 specification;
  • Iub specification (including logical O&M);
  • Iur specification;
  • Iu specification;
  • Iuant specification;
  • S1 specification including O&M aspects;
  • X2 specification including O&M aspects;
  • UTRAN and evolved UTRAN O&M requirements;
  • Transport of implementation specific O&M between the Management System and node B/e Node B
  • Conformance test specifications for testing of all aspects of base stations and evolved base stations;
  • Specifications for radio performance and RF system aspects
  • Conformance test specification for evolved UE • .
  • Liaising with other TSGs, in particular TSG SA, to ensure overall co-ordination.
  • Elaborating on behalf of 3GPP the submission to ITU-R relating to the specification of IMT advanced systems
