Welcome to the latest edition of TSG Highlights! The aim is to provide you with a concise summary of the decisions and actions of the most recent 3GPP Technical Specification Group meetings.
3GPP has four TSGs: CT (Core Networks and Terminals); RAN (Radio Access Network); SA (Services and Systems Aspects) and GERAN (GSM EDGE Radio Access Network).
Please note, these summaries do not constitute formal, approved reports of the meetings – they are opinions only and also may not be complete. They are offered for guidance only.
TSG CT meeting #38 took place in Cancun, Mexico. The meeting started on the 28th November 2007 and finished on the 30th November 2007.
Only 4 corrections to conformance test cases.
Corrections on Rel-5:
- Termination Out-of-Service cannot be started while
Termination Restoration procedure is ongoing
- Corrections to IMS authentication
- Corrections to IMS SIP profiles in 24.229
- Introduction of versioning of different releases to XML
- Correction to P-CSCF XML processing rules
- Two alternative Rel-7 and Rel-8 mirror CR sets have been approved
conditionally to avoid overlapping CRs
- SA approval of EMC stage 2 CRs defines which set is applicable
- Rel-6 CR count is 51 % down since the previous CT

MMTel service identification:
- Two alternative CRs had been technically reviewed by CT1
- No voting took place as one of the options was withdrawn
- Encoding of ICSI in Accept-Contact header is mandatory
- concerns were expressed on this solution, and it will be up to CT1 to study
within the remit of maintenance of frozen release if any further work is needed
- Rel-8 CR count is 49 % up since the previous CT
- 13 new WIDs and 2 updated ones were approved
- SAE work is still in TR mode
- TR study work has been planned up to 03/2008
- The WGs were requested to plan the normative phase of the work
- Contributions were received against several Rel-8 WIs:

- WG level workshop has been agreed for 24 – 25 Jan 2008
- Overlap signalling in IMS
- TSG CT started a new work item to develop the stage 3 for overlap signalling
in IMS transit networks

TSG RAN meeting #38 took place in Cancun, Mexico. The meeting started at 9:00 on Tuesday 27th November 2007 and finished on the Friday 30th November 2007. 150 participants attended the meeting and 271 documents were submitted.

Most of the CRs affect e.g. the Rel-6 for the testing and the Rel-7 for the non-testing (correction of Rel-7 Work Items). They were also some corrections of LCR TDD within the Rel-7.
GSMA informed about an issue with System Info 5bis, RAN WG2 was tasked to investigate this.
RAN WG4 will investigate the coexistence in the 2.6 GHz band and BRAN, following the LS from ECC PT1.
Release 8 ITU-R M.1457 is under elaboration, the text and list of specifications
was submitted to TSG SA 38 in order to be included in turn in M.1457 (LS RP-070970).
A workshop was hold to prepare for further activities to be held following
reception of the circular letter from ITU-R on IMT advanced. It was agreed the
following:
- The Study Item on IMT-Advanced is targeted to be approved at RAN#39.
- Technical workshop prior to the RAN#40 meeting to be held.
- Requirements to be solidified at RAN#40.
An LS was also agreed to be sent to WP5D, as a result of the workshop on IMT
Advanced, providing the updated terms of reference of TSG RAN and its working
groups.
A workshop will be held on April 07-08th in China the week following RAN WGs.
Work Items completed at this meeting:
Inclusion of Uplink TDOA UE positioning method in the UTRAN specifications.
Study Items / Work Items completed at this meeting:
- WI on CS voice over HSPA.
- SI on Improved Network controlled mobility between LTE and 3GPP2/mobile WiMAX
radio technologies was closed. It was agreed to incorporate new WI for
interworking with CDMA 2000 into the revised LTE WI.
The part dealing on LTE is now almost completed in terms of principle. A planning in terms of completion of the specifications was provided (RP-071019).
Most of the RAN core specifications are now approved.
RAN has established and approved the list of open issues and their dependencies within and outside of the RAN.

Enhanced CELL_FACH state in 1.28 Mcps TDD. RP-071038.
LCR TDD Repeater Specification RP-071003.
Support of WiMAX - UMTS Mobility RP-071035. Conditionally approved.
UMTS/LTE 3500 RP-071012. Approved in principle.
UMTS 2300MHz TDD RP-071016.
Update of LTE WI to include interworking with WiMAX RP-071034. Conditionally
approved.
Study Items:
Evaluation of the inclusion of Path Loss Based Technology in the UTRAN RP-071050.
HS-PDSCH serving cell change enhancements RP-071044.
The Chairman thanked the delegates for their work. He
thanked Claude Arzelier (leaving ETSI MCC) for his support over those last years,
on behalf of 3GPP.
Claude thanked all the delegates for their friendliness and wished all the very
best to everybody, highlighting that one of the great chances of our activities
was to meet and work with different cultures. The meeting closed under a
standing ovation at 13.00.
TSG SA meeting #38 took place in Cancun, Mexico. The meeting started on the 3 December 2007 and finished on the 6th November 2007.
Please find below my summary of major decisions from SA#38. It serves to highlight key agreements reached during the meeting and forms the basis of the summary of the SA meeting on the 3GPP web site. I have not included the specific guidance to the SA WGs as the WG chairs and MCC provide that guidance to the WGs. Please let me know any errors or omissions.
SA#38 was a busy meeting with several key agreements.
Rel 8 stage 1 specifications were frozen with several exceptions. The stage 1 work related to EPS is considered complete. The following exceptions were granted until SA#39:
Furthermore, it was agreed that the tentative target for the Rel 8 stage 2 freeze is June 2008 (to be confirmed by SA2).
The two key architectural specifications for EPS
(23.401 and 23.402) were approved.
At the previous plenary (SA#37), a target date for
Rel 8 and an essential set of contents were agreed. Many EPS functions were not
classified as essential but are nevertheless important for some deployment
scenarios. It became clear that not all this functionality could be included in
Rel 8 and priorities needed to be established. After considerable discussion
with heavy operator involvement a set of priorities and guidance for SA2 was
developed. These priorities and guidance can be found in SP-070945.
A key controversial issue within EPS was optimized handover for WiMax. A compromise was reached that should allow progress. The compromise is documented in SP-070943.
It was also agreed that for the Rel 8 timeframe, the CS Fallback approach currently documented in the CS over EPS study will receive priority as the mechanism for providing voice services when IMS based voice services are not deployed.
Work related to common IMS continues. WIDs were approved for the transfer of TISPAN stage 2 work. Several TISPAN stage 1 and 2 specifications were approved and immediately frozen. Work was also begun on studying impacts of the Gq’ and Rx interface integration. 3GPP will also now normatively specify the TISPAN authentication methods.
A workshop was endorsed for January 24-25 to
initiate the transfer of common IMS work from 3GPP2.

It is almost the holiday season and an opportunity to take a brief pause before plunging into 2008. I would like to thank all the delegates, officials, MCC, and tolerant spouses and families for their hard work and understanding during this last year. A lot has been accomplished and I am confident that even more will be accomplished next year.
