Welcome to the latest edition of TSG Highlights! The aim is to provide you with a concise summary of the decisions and actions of the most recent 3GPP Technical Specification Group meetings held in September2006 in Palm Springs, USA.
3GPP has four TSGs: CT (Core Networks and Terminals); RAN (Radio Access Network); SA (Services and Systems Aspects) and GERAN (GSM EDGE Radio Access Network).
Please note, these summaries do not constitute formal, approved reports of the meetings they are opinions only and also may not be complete. They are offered for guidance only.
The meeting was held in Riga, Latvia, from 12 to 14 September 2007.
No changes.
The following 6 corrections were approved in CT #37
Clarification on single slot DTM capability indication
The network needs to be aware that UEs supporting either DTM GPRS multislot or DTM EGPRS multislot will have to set this indication bit in MS Classmark 3 and MS Radio Access Capability
MAP correction to align the MAP requirements with existing UE implementations
The MAP requirement to set the Numbering Plan Indicator (NPI) to unknown in case of long Forwarded-To numbers is not realistic since the FTN is encoded by the UE and there is no requirement for UE to use unknown numbering plan
The impossible MAP requirement was removed
Four corrections to UE test cases
These 6 corrections were approved on Rel-5:
HSS handling of IMS authentication failure or timeout to avoid de-registration due to network failure
Correction to IMS authentication to avoid invalid authentication
Alignment of call hold procedure definition, example and call flows
Presence condition of Authorization header in REGISTER request
P-CSCF handling of integrity-protected field in re-registration and de-registration when authentication response is received on an existing security association
replacement of incorrect Document Type Definition XML schema with a valid one
Rel-6 CR count is 31 % down since the previous CT
30 Corrections were made on the following work items:
IMS2
RFC reference correction on presence (IMS)
Mn interface (IMS)
MBMS
OSA API
TEI-6
Rel-7 CR count is 20 % down since the previous CT
Only few Cat B or C CRs based on extensions
Gradual reduction of Rel-7 Cat F CRs to be expected
Rel-7 work items are either completed or almost completed with slightly less than 100% completion rate indicating known open items where CR could not be agreed yet
No extension forms have been drafted on Rel-7 any more
No new or revised Rel-7 work item descriptions

sip-app-media tag draft is not needed for Service ID
It could not be agreed whether it is mandatory or not to include service identification in Accept-Contact header for MMTel
CT1 is requested to either solve the problem or to escalate it for CT resolution
IMS emergency call partial solution
GPRS procedures for IMS emergency were taken out as requested by SA #36
CRs are conditionally approved, subject to corresponding SA2 CR approval (SP-070535 was already approved in SA #37)
Overlap signalling in IMS
TSG CT could not approve CT3 CRs on overlap signalling
It could not be agreed whether sufficient requirements exist
LS SP-070636 was sent to SA1 and SA2 to verify the requirements
Removal of A5/2 from the specifications
CR to remove A5/2 from the specifications was approved for Rel-7 onwards
Also Rel-6 CR was considered, but not approved
Rel-8 CR count is 285 % up since the previous CT
4 new WIDs and 5 updated ones were approved
SAE work is still in TR mode
Foreseen TR completion 03/2008
Subsequent normative TS work hasnt been planned in WP yet

TSG RAN meeting #37 took place in Riga, Latvia. The meeting started at 9:00 on Tuesday 11th September 2007 and finished on the Friday 14st September 2007. 123 participants attended the meeting and 253 documents were submitted. There will be a RAN workshop on IMT advanced on the 26th November 2007 (same place as TSG RAN-38).

Most of the CRs affect the Rel-6 for the testing and the Rel-7 for the non-testing (completion of Rel-7 Work Items). They were also some alignment of LCR TDD with the improved version of CCSA. The 'improved L2' functionality was made optional (within the Rel-7).
TC ERM and TSG GERAN are discussing the subject of GSM-R Direct mode of operation. Applicability of this feature on other GSM frequencies and UMTS 900 is also being discussed within SA1. RAN WGs may have to be involved, since UMTS also use the 900 MHz bands.
An LS from ETSI SMG on GSM onboard aircraft presented the European Standards necessary in Europe before BTS onboard aircraft can be put on the market.
An LS from TSG SA regarding agreements reached to accommodate work on 3GPP "Common IMS" presented the split of work between SA working Groups (e.g. for TISPAN delegates to join).
An LS from SA1 was received, clarifying the requirements on eCall Data Transfer.
An LS from SA1 was received on Location Based Service support in E-UTRAN. SA2 answer will be needed before that RAN2 start to work on this.
SA1 is clarifying requirements with WIMAX Forum and IEEE 802.16/IEEE 802.21 on Mobility interworking with 3GPP.
SA2 liaised with GERAN and RAN on the subject of GERAN-LTE interworking.
For (LTE) eNodeB measurements, scenarios will be coordinated between RAN WGs (following an LS from RAN WG3).
An LS from RAN5 on the subject of Rel-7 testing/priorities was discussed, a priority list was approved.
The Release 8 of TS 25.331 was created, due to the support of 1500 MHz band for inclusion in M.1457 version 7 .

Conformance Test Aspects FDD Enhanced Uplink (Testing) (Rel-6).

Conformance Test Aspects Minimum UE performance requirement for downlink physical channels in support of E-DCH operation based on type 1 enhanced receiver (Rx-Diversity).
Study Items completed at this meeting:
Scope of future FDD HSPA Evolution
Dynamically reconfiguring a FDD UE receiver to reduce power consumption when desired Quality of Service is met
Physical layer specifications are now under change control. Completion dates in principle are:

The target completion level for RAN1 and RAN2/3 specifications for December 2007 is 95% and 80%, respectively

TSG SA#36 (17 - 20 September 2007, Riga, Latvia)
The focus of 3GPP is now fully on Rel-8. Stage 1 of Rel-8 is expected to be frozen at SA#38, although some exceptions are expected.
It was agreed that LTE/SAE is the key functionality in Rel-8 and will define the completion date of Rel-8. At a minimum, SAE must support:
Other functionality in SAE remains in SAE as part of Rel-8, but is not considered essential. The tentative target for completion of LTE/SAE is December 2008. Due to the importance of LTE and SAE, progress of LTE/SAE will be tracked at each SA plenary. The specific guidance on this issue is documented in SP-070699.
The assimilation of work for Common IMS is proceeding well. The transfer of stage 1 work from TISPAN into 3GPP is substantially accomplished. A LS was sent from 3GPP to various organizations describing lessons learned from the stage 1 transfer and recommendations on how to accomplish the transfer (SP-070696). A dialog with 3GPP2 TSG-X has begun and 3GPP has expressed willingness to include the IMS work currently in MMD (SP-070666). Finally, it was agreed that codecs are outside of the scope of Common IMS, however coordination is encouraged (SP-070697)
Some other specific decisions on by the SA plenary were:
The following new TSs were approved: TS 22.153 Multimedia Priority Service Stage 1 (SP-070576), TS 32.155 Telecommunication management; Requirements template (SP-070615).
The following new TRs were approved: TR 22.948 Study of Requirements of IP-Multimedia Subsystem (IMS) Convergent Multimedia Conferencing (SP-070575), TR 22.942 Study on Value Added Services for SMS (SP-070648), TR 32.818 Telecommunication management; Study on MTOSI XML harmonization (SP-070623).
Several new work items (WIDs) were approved: Earthquake and Tsunami Warning System Requirements (SP-070695), Several WIDs related to the transfer of TISPAN stage 1 work into Common IMS (SP-070568, SP-070569, SP-070691, SP-070570), Support of Value Added Services for Short Message Service (SP-070572), NGN Service Requirement for the Open Services Access (OSA); Stage 1 (SP-070692), IMS Centralised Service Control (SP-070693), VGCS/VBS and GPRS Interactions (SP-070653), End-User Identity (SP-070651), Mobility between 3GPP-WLAN Interworking and 3GPP Systems (SP-070701), Stage2 for Registration in Densely-populated area (SP-070694), Subscriber and Equipment Trace for eUTRAN and EPC (SP-070617), End point modelling for reference point (SP-070618), Add Interconnection Border Control Function (IBCF) to IMS Charging (SP-070621).
Several new study items (SIDs) were approved: Study of enhanced voice service requirements for the Evolved Packet System (SP-070698), Study of Extended Support of IMS Emergency Calls (SP-070547), and Study of System enhancements for the use of IMS services in local breakout (SP-070686), Study of Remote management of USIM application on M2M Equipment (SP-070702).
Two SIDs were updated: Requirements for service continuity between mobile and WLAN networks (SP-070557), Study of Multimedia Session Continuity (SP-070546),
3GPP now has two conflicting directions. As can be seen by the large number of WIDs and SIDs approved at SA#37, Rel-8 is still in the ramp up phase. On the other hand we have established a target for completing Rel-8 (Dec 2008 or whenever LTE/SAE completes). This is not hypocrisy as 3GPP has a history of giving almost all ideas a chance. However, it is clear that not all of the SIDs and WIDs will make the Rel-8 cutoff. In upcoming meetings we must be prepared to make hard choices if we want to keep the Rel-8 timeplan.
