Welcome to the latest edition of TSG Highlights! The aim is to provide you with a concise summary of the decisions and actions of the most recent 3GPP Technical Specification Group meetings held in September2006 in Palm Springs, USA.
3GPP has four TSGs: CT (Core Networks and Terminals); RAN (Radio Access Network); SA (Services and Systems Aspects) and GERAN (GSM EDGE Radio Access Network).
Please note, these summaries do not constitute formal, approved reports of the meetings they are opinions only and also may not be complete. They are offered for guidance only.
The meeting was held in Lemesos, Cyprus from 7 to 9 of March 2007.
CT WGs were busy before, now even busier than before. CT WG1 breaks the record in number of documents in every meeting. The meeting calendar is already full. Parallel session are needed but all documents are handled. CT WG4 is treating more documents than before, additional meetings are scheduled and parallel session are needed to cover all documents, CT WG3, CT WG5 and CT WG6 meet once in each plenary period. CT WG5 has joint meetings with Parlay group and ETSI OSA. CT WG5 did make an interim TS update for March 2007. CT WG6 is co-located with the other CT WGs when possible.
One CR, but no technical changes were made on R99.
UICC test specification 31.122 defined in the latest release only.
SIM test case corrections to 51.010: The applicable ones are mirrored in Rel‑6 USIM TC TS 31.124.
Rel‑5 CR count is 55% down since the previous TSG CT.
IMS: S-CSCF does not need to store Server Capabilities parameter in the IMS subscriber data (CP‑070010).
TEI-5: The support of H.248.1 network package E.11 extension is excluded at Mc interface (CP‑070009). Signal List ID should be provided if a completed announcement belongs to a signal list (CP‑070009). Removal of superfluous text from indication given to the user in USAT TS 31.111. Text from another release was added earlier by mistake (CP‑070060).
Rel‑6 CR count is 47 % down since the previous TSG CT.
Corrections were made on the following work items:
IMS: addition of definition of private service identity, interworking with Rel‑5 UEs, resource reservation clarification, addition of draft-ietf-sip-uri-list capabilities to 24.229 profile tables and corrections of IETF references and routeing B2BUA handling of Replaces -header;
TEI: GPRS trace info, WLAN RADIUS location information at Wd, USIM test case corrections, MBMS security context correction (conditional approval), new error code is added for GGSN to inform BM-SC of transient error and to encourage re-attempt later, bit ordering in GEA3 key sequence and VGCS & VBS corrections;
OSA: Addition of OSA parlay Web Serviced for 3GPP2 networks and various corrections.
MMS6 CR from OMA MMSG was reviewed for comments.
Rel‑7 CR count is 21 % up since the previous TSG CT.

Single home for common IMS specifications:
OP IMS ad hoc recommendations to PCG #18 were seen and noted in TSG CT;
If approved, Common IMS definition will affect the CT working groups;
Currently IMS SS is maintained in two copies in 3GPP and TISPAN;
Several other candidate common items.
High speed UICC interface:
Current work item has been approved for Rel‑7;
Current Rel‑7 specs do not mention HSI, but Stage 1 only exists in Rel‑8;
RAN WG4 continue their work on the potential interference problem;
TSG CT received a request from CT WG6 to allow more time until Dec 2007;
Revised WID was approved with estimated completion in Dec 2007;
Extension until June 2007 is requested;
HSI should be specified in single release.
H.245 termination point for multimedia interworking:
TSG CT was requested to decide between MGW and MGCF;
Informal show of hands gave convincing majority in favour of MGCF, so the minority side withdrew and no formal voting was necessary.
CT WG5 is defining OSA Web services DM in 29.199-18:
OMA is also defining Web service interface for device management;
Overlapping work should be avoided;
CT WG5 was requested to co-operate with OMA to define common specification.
Status of temporary annexes in 24.173:
24.173 annexes contain copies of ETSI TISPAN IMS SS procedures;
The 24.173 annexes were made normative, despite single company maintaining their objection and only reluctantly yielding to majority view;
24.173 was approved and put under CR control;
These decisions must be re-considered if PCG does not approve the substance of OP IMS ad hoc Common IMS proposal in IMS SS area.
Mandatory vs. optional UE support of GRUU:
CT WG1 GRUU specification is written assuming that GRUU is optional for UE;
TSG CT asks TSG SA to either confirm or correct that assumption.
IMS service identification:
No decision could be reached between the two alternative mechanisms;
If CT WG1 cannot decide, then TSG CT#36 is prepared to choose by voting.

TSG RAN meeting #35 took place in
Lemesos, Cyprus. The meeting started at 9:00 on Tuesday 06th March
2007 and finished on the Friday 09th March 2007. 129 participants
attended the meeting and 268 documents were submitted.

In RAN WG1/WG2/WG3/WG4, Release 7 Change Requests were mainly dedicated to the introduction of 1.28 Mcps TDD Enhanced Uplink, MIMO and continuous connectivity for packet data users, and TEI7. Some of the Release 6 Change Requests deal with MBMS corrections.
Liaison Statements from CT (and RAN WG4) were received on the subject of New High Speed Protocol for the UICC. RAN WG4 will pursue investigation on this.
One LS on LS on GERAN LTE interworking was received from GERAN, following the earlier workshop (10-11 January 2007) on the subject. Scenarios are pursued and inputs from network operators is welcome.
Liaison Statements fro SA1 and SA4 were received on Service Requirement for MBMS LTE, indicating switching time requirements. This will be further investigated by the RAN WGs.
An LS from SA5 on working relationship for production of SAE/LTE O&M Specifications was discussed, a joint meeting mat be organised between SA5 and RAN3.
The main outcome of the work in conjunction with ITU-R ad-hoc is the approval of the documents relevant to the submission towards ITU-R WP8F of revision 7 of Rec. M.1457. In particular, LTE Stage 2 description and relevant specification were included in the submission paper.
In addition, a new update submission toward revision 8 of Rec. M.1457 was approved, with the inclusion of new Work Items approved at this meeting.

RAN WG1 stage 2 work was almost completed, RAN WG2 and RAN WG3 have some remaining issues to be covered in the Stage 2 specification. This radio Stage 2 specification TS 36.300 was approved and placed under change control. TTCN3 will be used for the validation testing side (RAN WG5). RAN WG3 will further discuss the issue of Tamper resistant notion with SA3 (e.g. at the RAN WG3 Kobe meeting in May 2007).

A RAN Workshop will be held on the Monday 28th May 2007 (the Monday before RAN-36) in Busan, on the subject of radio mobility with non-3GPP radio technologies, in order to clarify the scope of proposed the Study Item in RP-070133.
The Study Item on HSPA evolution was kept open, next plenary will assess if a new Work Item is needed (see RP-070258).
TSG SA#35 (15-16 March, Lemesos, Cyprus)
Dear Colleagues,
Please find below my summary of major decisions from SA#35. It serves to highlight key agreements reached during the meeting and forms the basis of the summary of the SA meeting on the 3GPP web site.
Rel7 was functionally frozen at SA#35. This means that functional modifications may only be made to Features with agreed exceptions. The work is expected to be completed in June 2007 for the majority of the Rel7 Features. Any items still not completed in June 2007 will require Rel7 exception sheets which will be considered at the June 2007 TSG meetings (August 2007 for TSG GERAN Features). All WGs are requested to review the set of specifications proposed for automatic upgrading to Rel 7 (SP-070189) and bring to the attention of the MCC any specifications that should not be upgraded.
A large number of Rel 7 exception requests were considered during the meeting. Almost all exceptions were granted. Exceptions were granted until June 2007 (August 2007 in the case of GERAN) even though in some cases longer exceptions were requested. In a few cases longer exceptions were granted if the remaining work was related to performance characterization or testing as these are expected to complete after the core specifications are finished. Exceptions were not granted for two studies: the SA3 Access Security Review and the SA5 Study on Common Profile Storage Framework. These were moved to Rel 8 on the rationale that any required normative work be done in Rel 8. It was clarified during the meeting that Personal Network Management is a Rel 8 work item.
Furthermore, it was tentatively agreed that the target for stage 1 freezing for Rel 8 would be December 2007. SA1 is asked to provide input before the final decision on a target is made.
Elections were held for SA leadership. Mr. Stephen Hayes was re-elected as SA chair for a second term. Ms. Yuhong Huang and Mr. Armin Toepfer were relected for second terms as SA vice chairs. Mr. Ki Young Kim was elected to fill the SA vice chair position vacated by Nick Sampson.

The following new TSs were approved: TS 26.114 MTSI Media Handling and Interaction (SP-070110), and a large number of O&M TSs in the 32.xxx series (SP-070052, SP-070053, SP-070056, SP-070057, SP-070058, SP-070059, SP-070060, SP-070061, SP-070063, SP-070070, SP-070071, SP-070072, SP-070073).
The following new TRs were approved: 22.868 Machine to Machine Communications (SP-070136), 22.980 Network Composition (SP-070137), 26.944 End to End Multimedia Services Performance Metrics (SP-070015), 32.810 Study of IRP Information Model (SP-070075), 32.812 Itf-N Implementation Conformance Statement Template (SP-050074), 32.814 UTRAN and GERAN Key Performance Indicators (SP-070050), 33.905 Trust Requirements for Open Platforms (SP-070165).
Several new work items (WIDs) were approved: Registration in Densely Populated Areas (SP-070133), IMS Enhancements for Cable Client Types and Deployment Models (SP-070105), IMS Interworking in Support of Cable Regulatory Requirements (SP-070107), Lawful Interception in 3GPP Rel 8 (SP-070238), Online Charging Correlation (SP-070077).
Several WIDs were updated: Enhancements to EVGC (SP-070113) to remove requirement for speech encryption for VGCS, Improvements to VGCS (SP-070167) to remove the requirement for parallel use of GPRS, Support of Customized Alerting Tone (SP-070122) revised completion dates, Services Alignment (SP-070126) to include migration aspects.
Several new study items (SIDs) were approved: Study of Mobility between 3GPP-WLAN Interworking and 3GPP Systems (SP-070106) NOTE: to be reviewed in June, Study on Charging Aspects of 3GPP SAE (SP-070174).
Several SIDs were updated: IMS Centralized Study (SP-070239) to include SA1 aspects, SAE Study (SP-070163) to include SA3 aspects.
Following the closure of SA#35 a seminar was held celebrating the decisions taken in Madeira in 1987 (20 years ago). Those decisions were key decisions for defining GSM. The seminar provided a chance for reminiscing, but also provided a perspective on the key role of standards in GSM and the evolving GSM story. We are part of that story.
